Senior Research Fellow at the Institute Sinikukka Saari commented on Ukraine’s ceasefire in Ilta-Sanomat on September 4th. According to her, Putin’s real aim in the ceasefire might be to create a so called frozen conflict in the insurgent areas in Eastern Ukraine.
