Arkady Moshes, Programme Director at the Institute, commented on Svenska Yle on February 1st on the accusations presented by the Foreign Minister of Russia Sergey Lavrov in Munich. Moshes said that the leaders of Ukraine have caused the confrontation by hand-handedly turning on the demonstrators.
