The FIIA Comment 8 by Institute Programme Director Arkady Moshes was summarised in an article on the news site Verkkouutiset on 4 September. In his Comment, Dr Moshes notes that hosting the APEC summit in Vladivostok does not make Russia a major power in the Pacific region.
