Programme Director at the Institute Arkady Moshes commented on the Ukraine crisis in an article published by Talouselämä on September 27th that also cited his recent FIIA Comment. According to him, Russia can no longer achieve anything in Eastern Ukraine by way of military force without starting a direct war, so it has shifted its pressure to the economic impoverishment of Ukraine.
