Great power competition in the 21st century: More than a buzzword?

The notion of great power competition has become a new term of art to describe the fraying relations between the key powers in the international order, not only in terms of the pivotal US-China-Russia triangle, but also more broadly. There is, however, disagreement on what the term actually means and whether it is an apt description of the current era, let alone a useful prescription for navigating the present international predicament.

With the help of two authors of a recent edited volume, The Routledge Handbook of Great Power Competition, this panel takes an analytical look at the concept of great power competition, and also considers its real-world manifestations and relevance for Europe and the Nordic-Baltic region. What are the distinguishing features and definitional boundaries of great power competition, and who are the key actors? Through what mechanisms and with what objectives do great powers engage in such competition? What are the historical precursors of the current era of great power competition and its possible future trajectories?

Brian C. H. Fong

Professor and Associate Dean, College of Social Sciences, National Sun Yat-sen University, Taiwan

Brian C. H. Fong is a political scientist originating from Hong Kong. He is currently a Professor and Associate Dean of College of Social Sciences at National Sun Yat-sen University (Taiwan) (2022-). He also holds adjunct positions at SOAS University of London in the United Kingdom and University of the Ryukyus in Japan.

Before joining National Sun Yat-sen University (Taiwan), Brian C. H. Fong was Assistant Professor and later Associate Professor in the Department of Asian and Policy Studies at the Education University of Hong Kong (2013-2022), Lecturer in the Division of Social Sciences of the City University of Hong Kong (2008-2013) and Executive Officer of the Hong Kong Government (2001-2007).

Professor Fong’s research focuses on Great Power Politics, Global Democracy, and Identity Politics, producing more than 90 journal articles, book chapters, and authored books, etc. He is the author of US-China Rivalry: Great Power Competition in the Indo-Pacific (Edinburgh University Press, 2024) and the lead editor of The Routledge Handbook of Great Power Competition (Routledge, 2024).

Thomas F. Lynch III

Distinguished Research Fellow, CSR and Special Projects Manager, Institute of National Strategic Studies (INSS), National Defense University (NDU), Washington, D.C.

Dr. Thomas F. Lynch III is a Distinguished Research Fellow at the Center for Strategic Research (CSR) at the Institute of National Strategic Studies (INSS) of the National Defense University (NDU) in Washington, D.C. Dr. Lynch researches, writes, lectures, teaches, and organizes workshops and conferences for Department of Defense customers on the topics of Great Power Competition (GPC) & geopolitics, India’s strategic rise, Afghanistan-Pakistan & wider South Asia, the Gulf Arab States, and the past & future trajectory of radical Islam. His primary ongoing research is focused on GPC and on India’s strategic rise and implications for Indo-Pacific security and stability. Dr. Lynch has published three books including as editor of Strategic Assessment 2020: The Into a New Era of Great Power Competition (NDU Press, October 2020) He also has published more than a dozen book chapters and thirty feature monographs and journal articles.

Dr Veera Laine is a Senior Researcher at the Strategy Unit of the Ministry for Foreign Affairs of Finland. Previously she has worked at the Finnish Institute of International Affairs (FIIA) as well as at the University of Helsinki. Her research interests include nationalism, conceptual change, Russian politics, and the Russian Orthodox Church.

Ville Sinkkonen is a Senior Research Fellow at the Finnish Institute of International Affairs, Center on US Politics and Power. His research focuses on US foreign policy, great-power politics, normative power, and the politics of trust in international relations.

Sinkkonen is the author of A Comparative Appraisal of Normative Power: The European Union, the United States and the January 25th, 2011 Revolution in Egypt (Brill, 2015), and his work has been published in the Cambridge Review of International Affairs, the Journal of Transatlantic Studies, and European Foreign Affairs Review, among others. He holds an LL.D. (International Law) from the University of Turku, where he defended his doctoral dissertation Failing hegemony? Four essays on the global engagement of the United States of America in the 21st Century in December 2020.

Sinkkonen is the chairperson of the Finnish International Studies Association (FISA) and co-editor of the Nordic Review of International Studies (NRIS).
