Where is the Climate Agenda heading? COP27 from a Global and European Perspective

 

After another year of extreme weather records and growing global emissions, parties to the United Nations Framework Convention on Climate Change met again at COP27 in Sharm El-Sheikh from 6 to 18 November 2022. COP27 was meant to address the key issues left unsolved a year earlier at COP26 in Glasgow. Most notably, countries were expected to announce new emission reduction targets in line with the goal of limiting global warming to 1.5°C, as well as working on national adaptation plans. Developed countries were also expected to finally provide the $100 billion annual climate finance that they pledged for the years 2020-2025, a target they have failed to achieve so far.

Was progress made on these issues at COP27, and what were the main stumbling blocks? Is the climate agenda keeping the required priority, despite growing geopolitical competition and prospects of economic recession and rising energy and food prices? How has the European Union’s climate and energy framework adapted to recent developments?

This webinar also provides an opportunity to present and discuss FIIA’s latest Working Paper on the EU’s REPowerEU Plan.

Oras Tynkkynen

Senior Advisor, Sustainability solutions, Sitra

Oras Tynkkynen is an expert on climate and energy policy, and sustainability with years of experience in the field. He currently serves as a Senior Advisor and Chair of the Board at Tyrsky Consulting and as a Senior Advisor at the Finnish Innovation Fund Sitra.

Tynkkynen has previously worked as a Climate Policy Specialist in the Prime Minister’s Office, been a Member of Parliament, a journalist and consultant. He has a Master’s degree in Social Sciences from Tampere University.

Marco Siddi

Senior Research Fellow, FIIA

Marco Siddi is Montalcini Assistant Professor at the University of Cagliari (Italy) and Senior Research Fellow at FIIA. He focuses primarily on EU-Russia relations and EU energy and climate policy. His recent publications include the monograph European Identities and Foreign Policy Discourses on Russia: From the Ukraine to the Syrian Crisis (Routledge, 2020) and several articles in academic journals, including the Journal of European Public Policy, Politics and Governance, Geopolitics, The International Spectator, German Politics and International Politics. He is a member of the Younger Generation Leaders Network on Euro-Atlantic Security, a platform established after the Ukraine crisis to promote dialogue between Russia and the West. He is also Adjunct Professor at the universities of Helsinki and Tampere, where he teaches courses on EU-Russia relations and EU energy and climate policy.

Emma Hakala

Senior Research Fellow, FIIA

Emma Hakala is Senior Research Fellow at FIIA, a postdoctoral scholar at the University of Helsinki and a member of the BIOS Research Unit. Her research focuses on environmental security and the geopolitics of climate change. Her previous research has covered, among other things, environmental security cooperation in the post-conflict Western Balkans, the intersections of environmental security and policy coherence, and the integration of climate change into preparedness and security policy in Finland. Hakala is also currently working on the project “Toxic Crimes” at the University of Helsinki, where she explores practices aimed to address the environmental damage of conflicts.
