Peer-reviewed article by Visiting Senior Fellow Emma Hakala has been published in the latest issue of the Kosmopolis journal. The article examines climate change as a new type of security threat. Traditional actors of security policy do not directly offer methods to counter the climate threat. The central question of the article is whether or not the threat posed by climate change requires a new form of thinking or new actors in the national security policy arena. In addition, the article discusses the security implications for Finland and how they have been integrated as a part of Finnish security policy.
