European Commission’s position has weakened, say member states

The Barroso Commission’s political position has weakened since 2004.
The commission is seen more and more as serving the interests of the
larger member states, indicating the loss of the Commission’s political
leadership. At the same time the Commission’s greatest success is the
adoption of the Climate and Energy Package, whereas the single most
important failure was the inability to foresee and respond to the
financial and economic crisis.
