Senior Research Fellow at the Institute Katri Pynnöniemi commented on Ukraine’s new ceasefire agreement on Yle Uutiset on September 20th. According to her, it is important to take into account that the agreement does not discuss the status of the areas that are in control of the insurgents and the Russian army, and the agreement still cannot be called a breakthrough.
